Terms of reference

To hire external facilitators for Study-Visit to Austria (Vienna + 1 region)

Within the Project“Local civil society contributes to economic and social development in Moldova”, implemented with the financial support of European Union and co-financed by Sweden through East-European Foundation

  1. Background

Starting with 1st of February 2018 European Business Association is implementing the Project “Civil Society for Social and Economic Development in Moldova”, project implemented with the financial support of European Union and co-financed by Swedish Government through East-European Foundation.

The goal of the project is to support and develop the regional business and social environment in Moldova, by creating Regional Business Support Hubs, developing the capacities of regional and local SMEs through individual and collective trainings and couching.

One of the project activities includes a study visit to Austria aimed at enhancing the capacities of the recently created regional Business Hubs in Moldova (in 6 regions) and enable them deliver demand driven business support services to regional businesses. It is expected that the representatives of the Moldovan regional business hubs will visit a series of National and Regional business support organizations/impact organizations in Austria and learn practical experience on the strategic management of a business support organization and the business support services they are delivering for Austrian businesses at national and regional levels.

For this purpose, a facilitator (an Austrian company) will be hired to help organize the visit according to the technical and organizational conditions provided below. The study visit will take place between 17-20 June 2019.

The total number of participants will be 15 people.

  1. Purpose of the study visit

The aim of the study visit is to learn from the international practice of providing business support services and focus on enhancing the capacities of business hubs created under the project. The participants will learn valuable and practical experience related to business support services design and delivery. Therefore, the visit should focus on the following:

-        Visits to at least 6 National and Local NGOs/ Business Support Associations to learn about the management of a BSO and the types of services/business support they provide, implying cost calculation, process of implementation etc.

The agenda should imply meetings with big and small business support organizations, that are offering services to their members as a part of their membership fee, but also payed services to the business community.

 

  1. Roles and responsibilities of the facilitator

European Business Association is hiring 1 facilitator (Austrian company) responsible for coordinating the whole visit in the host country. The facilitator should reside in the host country (Austria) and be available for the whole period of the preparation and the visit itself.

The facilitator should:

-        Develop the overall agenda and ensure the organization of all the meetings involving decision makers of the visited organizations. Bear overall responsibility for facilitating the 4-day study visit for up to 15 participants, ensuring that it achieves its outputs;

-        Logistical support: draft agenda for the visits (18th and 19th organizing the visits; 17th of June is arrival with dinner and 20th of June is departure), local transportation facilities (including airport transfers on 17th and 20th of June), provide lunch and dinner for participants during 18th, 19th of June (on 17th of June, just Dinner)

-        Identify and set up meetings with local organizations/ institutions

 

  1. Deliverables

The company will provide the following deliverables:

  1. Agenda of the visit
  2. Logistical details of the agenda items
  3. Ensure proper logistics of the visit
  4. Ensure all the presentation are sent after the visit

       5. Application package

The applicant should submit the following documents:

-        A draft agenda

-        Detailed budget in Euro (total price: daily fee, travel costs, dining costs etc.)

-        Brief description of the company

       6. Selection criteria

Only legal entities are eligible to apply. The following criteria will be taken into consideration during the selection process:

-        The experience of the applicant

-        The requested price for services

     7. Submission of applications
