EBA Achievement: the project to amend Law no. 1540/1998 regarding payment for environmental pollution, registered in Parliament with no. 160 of 30.05.2023 - voted in the 2nd reading

The implementation of REP (Extended Producer Responsibilities) - a mechanism supported by the European Business Association Moldova in close collaboration with public authorities: the Ministry of the Environment of the Republic of Moldova, the Environment Commission, the Parliament of the Republic of Moldova and the Environment Agency.

The REP mechanism currently represents the most effective tool both for the business environment and for the state authorities in ensuring a clean environment, the transition to a green economy by making the polluter responsible and motivating the consumer.

With the RM-EU Association Agreement as a priority on the EBA agenda, in 2018 we initiated an extensive analysis and expertise process for the elaboration of a legislative package (based on the experience of 6 EU Member States) with the support of development partners (GIZ, EU Delegation) and presented to the relevant authorities.

The amendments to Law 1540/1998 were debated on several platforms: the Economic Council under the Prime Minister of the Republic of Moldova, the Ministry of the Environment of the Republic of Moldova, the Ministry of Finance, the Government of the Republic of Moldova, Parliamentary Committees, as well as with officials of the European Commission.

On 31.07.23 the draft amendment to Law no. 1540/1998 regarding payment for environmental pollution, registered in Parliament with no. 160 of 30.05.2023, after numerous public consultations, it is voted in the 2nd reading.

It is a well-deserved project by citizens and business environment from small to large that will ensure our transition process towards a green economy and a clean environment for us and the following generations.

The process will continue with the implementation stage, which will require a lot of efforts from the business environment and relevant public institutions, and the synchronization of actions is imperative in achieving the proposed objective.
