Participation in the Prime Minister’s Economic Council

1. Meeting of the EBA-chaired Working Group on Trade Facilitation

On 12 December 2016, the Working Group on Trade Facilitation discussed an issue that EBA has been advocating for several months at the level of different decision-makers, referring to the rates of the payments for environmental pollution and their detrimental consequences on the sectors producing or importing packages, and the risks upon the domestic market which in the end will affect the final consumer. EBA recommendations in regard to the recent amendments of the Law 1540/1998 on payments for environmental pollution, referred to decreasing the rates of the pollution tax applied to packages in order not to hamper local production and to balance the burden in relation to the importers of packages. At the same time it is essential to speed up the implementation of the EPR principle (extended producer responsibility) which is provided for in the Draft Regulation on Packaging and Packaging Waste. Equally, EBA discussed the issue in meetings with the Tax Inspectorate and with the Parliamentary Committee for Economy, Budget and Finance.

 

2 Meetings of the Working Group on Labour Code amendments on payments for environmental pollution.

EBA continues to engage actively in the reform of the Labour Code that has been launched on the platform of the Economic Council. After several meetings of technical nature between business representatives, the trade unions and Ministry of Labour, EBA managed to address and push some critical proposals regulating the grounds and the procedure of dismissal, in order to ensure a balanced relationship between the employer and the employee, which is an issue under the current legal framework. EBA will continue to address and advocate for the rest of the issue reflected in the proposals included in our Position Paper on Labour Code amendments.

 

 

EBA Sector Committees Meetings

Launching the new EBA Automotive Committee.

EBA is happy to announce the launch of a new Sector Committee focused on addressing the issues and the challenges of companies in the automotive sector in Moldova. The mains concerns have been discussed during a round table on December 14th and referred principally to the need to fulfill the Labour Code Reform (salaries calculation of night shifts, bonuses, maternity leave regulations, etc.), education & training – vocational training issues, customs procedures – regulations and administration, Tax Code & Tax Administration and also infrastructure.
