Meeting of the Economic council of the Prime-minister on July 14 2016

On 14th July 2016, EBA participated in the Economic council meeting, where it reported the results obtained for its activity in the 2nd working group on trade facilitation, a group led by EBA.

Mrs. Mariana Rufa, the executive director of EBA, addressed trade facilitation subjects, referring to the implementation of the TARIM system, which will offer the posibility of checking the list of import/export permits in a transparent way, on the website of the Customs Service of Moldova. She reiterated the importance of solving the problems that economic agents face when dealing with the issuing of phytosanitary certificates by ANSA. Mrs Rufa also mentioned the collaboration between the 2nd working group and UNDP MyLab project, on topics concerning certificates issued for animal products (honey and meat), in order to export them to non-EU countries. The EBA executive director also touched upon the subject of decongesting customs flow when trafficking goods, especially for transportation that has undergone the electronic customs clearance and those who have obtained the status of an authorised economic operator. She suggested  approaching this subject as a matter of urgency, with a high-level Romanian side, as to facilitate and streamline the flow of trucks that transport goods to EU countries, in order to honor contracts on time. Other topics debated at the meeting include the importance of preparing the workforce and increasing human resource motivation, labour market liberalisation, development of a healthy competitive environment and the posibility of upgrading the social payments system as a means to fight underground economy and legalise wage funds.

The prime-minister underlined the relevance of the activities performed by the Economic council and the role this permanent communication platform has in removing constraints in the development of the private sector and in assuring an attractive business environment in the country. The Council currently comprises a number of 59 members, specifically representatives of business associations, ministers, representatives of the central public authority, the academic and scientific community and donor commnity. As a result of today’s meeting, a new working group on attracting investments will be created, along with the existing „Removing Constraints in Entrepreneurial Activity” and „Cross-Border Trade Facilitation” working groups.
