Following the EBA Moldova's intervention on issues in various areas collected from its members over a longer period of time, we are pleased to present you the following amendments to the Government Decisions/Legal Acts recently approved, amendments that could not have been made without an active involvement of the EBA staff in their close collaboration with public authorities:
1. EDUCATION Sector
Increasing the number of the specialties that prepare professionals for the priority sectors of the Moldovan economy.
- The Government Decision nr. 648 from 10 July 2018 on the state order for training of specialists in technical vocational education institutions for the academic year 2018-2019, that provide the increase of the number of admissions for the specialties in ”Electronic and automatic” by 35 places and for the specialties in ”Textile” by 275 places compared with academic year 2017-2018;
- The Government Decision nr. 649 from 10 July 2018 on the state order on numbers of state budgeted funded specialties in higher education institutions for the academic year 2018-2019 that contains an increase of the number of admissions for the specialties in ”Engineering” by 20 places and for the specialties in ”Manufacturing and processing technologies” by 3 places compared with academic year 2017-2018.
- Tax Code No. 1163/1997, by introducing the deductibility of the costs incurred by companies in implementing dual education;
2. Job SUBSIDY
Subsidizing the creation of new jobs.
- Following the meeting from July 16th organized on the platform of the PM Economic Council at the request of EBA, on 25th of July the Government approved amendments to the Government Decision no. 1145/2017 by introducing the following provision ”the deadline for submission the request for subsidy can be extended by order of the Minister of Finance, with a maximum of 31 calendar days”.
3. ENTREPRENEURIAL ACTIVITY THROUGH AUTHORIZATION
Exclusion of the obligation to obtain the license for the metal waste resulting from the production process under the inward processing.
- Law No. 160/2011 on the regulation of the entrepreneurial activity through authorization, by excluding the obligation to obtain the license for the metal waste resulting from the production process under the inward processing;
4. ENERGY EFFICIENCY
EBA technical proposal and comments have been considered in elaboration of a new law regarding the Energy Efficiency.
- New Law on Energy Efficiency, by taking into consideration the comments and proposals of EBA’s members.
