Constructive dialogue to strengthen the framework for freelancers in the Republic of Moldova

At the initiative of the Ministry of Economic Development and Digitalization of the Republic of Moldova, a consultation and question-and-answer session with independent entrepreneurs was held one month after the Freelancer Law came into force, with the participation of public institutions and agencies responsible for implementing this new legal framework.

The meeting aimed to evaluate the first results of the Law's application, collect direct feedback from freelancers, and identify the main challenges that arose during the implementation process.

The discussions addressed:
- the experiences of independent entrepreneurs in their first month of activity under the new format;
- ambiguities that have arisen in the freelancer-client-authorities relationship;
- the need to maintain a balance between the development of freelancing and the protection of employees' rights;
- opportunities to improve existing procedures.

The Ministry reiterated its priority to support the work of freelancers through a single, simplified, and digitized framework with access to medical and social services, while also contributing to reducing the informal economy and increasing the predictability of work.

EBA was represented by Ms. Diana Ilicciev, Chair of the Tax and Customs Committee and Chief Accountant of Victoriabank, as well as Sandra Dolghii, Policy & Advocacy Manager at the EBA.

EBA will continue to support the dialogue with the authorities and the freelance community, promoting balanced and sustainable solutions for the development of a modern and competitive entrepreneurial environment.
