On August 19, EBA Moldova, together with representatives of member companies, participated in a working meeting with the Minister of Finance, Ms. Victoria Belous, and the Secretary of State, Ms. Corina Alexa, dedicated to examining the main provisions of the draft amendment to the tax and customs legislation for 2027.
During the discussions, EBA members had the opportunity to directly present the estimated impact of the amendments on the activities of companies and to reiterate the main concerns and proposals of the business environment.
Among the priority topics addressed were:
- increasing the income tax for the financial sector from 12% to 18%,
- taxation of dividends,
- extending the VAT refund mechanism,
- the freelancer regime,
- the 0.5% breakdown of fixed capital investments,
- real estate tax,
- VAT treatment for energy products,
- promotional campaigns and cashback,
- transfer pricing issues
- social contributions for foreign employees.

The EBA stressed the need to ensure a predictable, balanced and competitive fiscal framework, as well as the importance of assessing the cumulative impact of the new measures on investments, company liquidity and the competitiveness of the economy.
We thank Minister Victoria Belous and the Ministry of Finance team for their openness to dialogue with the business community and for their willingness to examine the concerns and solutions proposed by the EBA community.
