On April 19, 2023, the second meeting of the Capital Market Development Working Group took place.
EBA was represented by mrs. Sandra Dolghii, Tax Policy Manager EBA, mrs. Ecaterina Caraman and mr. Evghenii Risovici, Maib.
The purpose of the group is to identify reliable instruments and to initiate the process of improving the normative framework in order to create the necessary instruments that would allow companies from the Republic of Moldova to invest and access financing on the internal and external market, as well as the diversification of sources of financing for local companies.
The topics discussed were:
- the elimination of the existing regulatory barriers provided by Law no. 62/2008 on currency regulation;
- removing the barriers that prevent Moldovan issuers from being accessed by foreign capital markets;
- reduction of documents required for foreign transactions;
- identification of deficiencies at the fiscal level, which would limit the participation of international investors in the Moldovan capital market;
- creating a legislative and infrastructural base to facilitate the launch of credit instruments, etc.
