The European Business Association (EBA Moldova), represented by Stanislav Petrașcu, Policy and Advocacy Manager, participated today in the public consultations organized by the Ministry of Environment of the Republic of Moldova on the draft Law on Environmental Payments and Taxes.
During the discussions, EBA presented the position of the business community, emphasizing the need for a clear, predictable regulatory framework aligned with the principles and practices of the European Union.
Among the topics addressed were:
- avoiding overlapping fiscal mechanisms and double taxation in the context of the REP and SDA systems
- the need for proportionality of economic mechanisms and sanctions applicable to economic operators
- clarification of obligations regarding industrial emissions, discharges and environmental taxes – including the carbon tax
- a coherent approach to single-use plastic products and avoiding overlapping financial mechanisms.
The EBA reiterated its openness to a constructive dialogue with the authorities and to identifying balanced solutions that contribute both to environmental protection and to maintaining a competitive and predictable investment climate.
In addition, the EBA supports directing part of the ecological revenues to monitoring infrastructure and laboratories, differentiating taxes according to the degree of danger of the waste, stimulating investments in modern treatment facilities and using the revenues from carbon taxation for green projects and supporting the competitiveness of the national economy in the context of European integration.
