EBA participated in the public consultations on the draft law amending the regulatory framework in the field of urban planning and construction

The European Business Association (EBA) participated in the public consultations on the draft law to amend the regulatory framework in the field of urban planning and construction, organized by the Ministry of Infrastructure and Regional Development.

The consultations were held in an extended format, with the participation of representatives of public authorities, specialists in the field, designers, architects and business associations, EBA being represented by Nadejda Chirita, Policy & Advocacy Manager.

The main objective of the legislative changes is aimed at strengthening the mechanisms for preventing and combating unauthorized constructions, as well as making all parties involved in the process of designing, authorizing and building constructions responsible.

Protecting beneficiaries and ensuring compliance with technical and urban rules are essential objectives for the development of a safe, legal and sustainable built environment.

Among the main proposed changes is the strengthening of the powers of the National Inspectorate for Technical Supervision, so that interventions to stop illegally executed works can be applied promptly, to prevent the expansion of violations and the worsening of situations.

At the same time, the EBA came up with additional proposals regarding the registration of energy infrastructure objectives, terrestrial photovoltaic parks and electricity storage systems, in order to eliminate the administrative barriers encountered by the business community.

The EBA appreciates the openness of the authorities for dialogue and public consultation and supports the need for a clear delimitation of responsibilities between the authorities, developers, designers, as well as the uniform application of legal provisions for all participants in the sector
