EBA Moldova participated in the meeting of the National Commission for Consultations and Collective Bargaining, during which the draft Tax and Customs Policy was discussed.

During the meeting, EBA presented the main concerns and the views of the business community, emphasizing the need to maintain a predictable, competitive, and fair tax framework for compliant taxpayers.

The EBA reiterates the need to revise the draft to adjust the proposals regarding tax rates on profits and dividends, avoid the retroactive application of new tax rules, address the VAT regime for essential goods and services, clarify the deductibility of employee benefits, define the framework applicable to independent contractors, and implement measures to stimulate investment.

EBA supports strengthening budget revenues by broadening the tax base, reducing the shadow economy, and increasing voluntary compliance, without disproportionately increasing the tax burden on legitimate businesses.

The EBA was represented by Sandra Dolghii, EBA Policy & Advocacy Manager, and Ms. Diana Ilicciev, Chair of the EBA Tax Committee and Chief Accountant at Victoriabank.

We thank the participants for the constructive dialogue and the openness they demonstrated. The EBA’s detailed proposals can be found at the following link:
