On 28 May 2025 and 29 May 2025, the European Business Association (EBA Moldova) participated in the public consultations organized by the Ministry of Labor and Social Protection (MMPS) on the draft proposals for amending the Labor Code. The current draft, recently elaborated, was consolidated by merging the proposals received from several business associations, but also in the context of bringing the legislation in line with EU Directives.
The EBA was represented by Sandra Dolghii, Policy and Advocacy Manager, and Eduard Gurin, Chair of the EBA HR Committee and Associate at Vernon David Law Firm.
Until the start of the consultations, the EBA has drafted a legislative package, which includes a number of legislative amendments developed with the support of the OPTIM Project, implemented by Helvetas Moldova, and with the involvement of experts from the Economic Council at the Prime Minister of the RM.
The draft submitted for consultation foresees important amendments, including:
- Clarification of the regulatory framework for temporary agency labor;
- Flexibilization of the remote and part-time work regime;
- Simplifying procedures for documenting and archiving employment relationships;
- Improving the provisions on work and working time.
We continue to support a constructive public-private dialog to ensure a balance between the protection of employees and the real needs of employers in a changing economy.
