EBA Moldova – dialogue with authorities on the application of new rules for worker health surveillance

On August 12, 2026, EBA Moldova, together with representatives of member companies, participated in the meeting of Working Group No. 4 of the Economic Council under the Prime Minister of the Republic of Moldova, dedicated to the mechanisms for implementing GD No. 146/2026 on the supervision of workers' health.

EBA was represented by Diana Bognibov, People Director, National Power Corp, Ludmila Popescu, Head of HR, Golden Piglet, as well as other representatives of member companies StarNet, OTP Bank, Moldova, Moldcell, Kaufland Moldova, AUTOMALL.GROUP, maib, Linella, Sandriliona (Sandra Ice Cream Moldova), Orange and FinComBank S.A., etc.

The discussions focused on the legal, financial and operational impact of the new requirements on employers, in the context in which GD No. 146/2026 is due to enter into force on November 7, 2026.

Among the main questions raised by the business community were those regarding:
- financing and costs of mandatory medical examinations;
- the status of the employee declared "temporarily unfit";
- the availability of accredited occupational health services;
- the procedure for completing and submitting to ANSP the documents related to the assessment of occupational risks.

EBA Moldova will continue the dialogue with the authorities to contribute to the identification of clear, predictable and practically applicable mechanisms that would allow the proper implementation of the new requirements and reduce administrative and operational risks for companies.
