EBA Moldova participated in the public consultations organized by the Ministry of Finance of the Republic of Moldova on the draft law amending certain normative acts aimed at simplifying tax and customs legislation.

During the public consultations held on June 17 and 18, 2026, EBA Moldova, represented by Sandra Dolghii, Policy & Advocacy Manager, and Tatiana Stavinschi, Managing Partner SAIPH Consulting House, together with EBA members, presented the main topics of concern to the business community, following a thorough examination of the draft subject to consultations.

The discussions focused on the potential impact of the proposed changes on the business environment, including aspects related to the increase in tax pressure, the new taxation mechanism for income from entrepreneurial activity, VAT, excise duties, the benefits regime granted to employees, independent entrepreneurs, meal vouchers, transfer prices, as well as other provisions with a direct impact on the activity of companies.

The EBA reiterated the importance of ensuring a predictable, proportionate and phased tax framework that supports voluntary compliance, investment and business competitiveness. In this regard, the EBA considers it essential that changes with major impact are analysed in in-depth technical discussions, assessing the practical effects on companies and identifying balanced solutions.

All aspects raised during the public consultations will be reflected in a Position Paper prepared by EBA Moldova, which will be presented to the Ministry of Finance in the coming days.
