EBA Moldova participated in the public consultations on the draft of the new law on consumer credit agreements.

On July 24, 2026, the Ministry of Economic Development and Digitalization of the Republic of Moldova and the National Commission for the Financial Market organized public consultations to discuss technical aspects and specific proposals regarding the draft law that had previously been submitted by representatives of the financial sector and the business community.

The draft law provides for a number of important changes, including:
- expanding and clarifying the scope of application of consumer credit legislation;
- new rules on advertising and commercial communications regarding credit products;
- additional requirements regarding pre-contractual information and the content of credit agreements;
- strengthening obligations regarding the assessment of consumers’ creditworthiness, including when automated processes are used;
- introducing restructuring measures for consumers facing financial difficulties;
- more detailed regulation of delinquencies, penalties, early maturity declarations, and debt collection;
- new provisions regarding early repayment, assignment of receivables, and out-of-court dispute resolution;
- strengthening supervisory powers and the sanctions regime.

During the meeting, the proposed solutions, their practical applicability, and the need to ensure a balance between consumer protection, access to financing, and the efficient functioning of the credit market were discussed.

EBA welcomes the continued dialogue among authorities, the financial sector, the business community, and consumer protection organizations, and reaffirms its willingness to contribute to the development of a clear, proportionate regulatory framework aligned with European standards.
