EBA Moldova and the Economic Council in close cooperation with the Ministry of Economic Development and Digitalization, actively supported the development of the legislative package on the regulation of independent entrepreneurs

EBA Moldova and the Economic Council under the Prime Minister of the Republic of Moldova, in close cooperation with the Ministry of Economic Development and Digitalization, actively supported the development of the legislative package on the regulation of independent entrepreneurs, an essential reform for the modernization of the economic environment.

Thus, on May 26, 2025, EBA Moldova participated in the public consultation meeting organized by the Ministry of Economic Development and Digitalization (MDED) dedicated to this innovative draft law.

The project aims to regulate the status of freelancers – people who work on their own in various fields such as IT, design, photography, domestic services or crafts – and was developed with the direct involvement of the EBA Moldova team, in collaboration with the Economic Council to the Prime Minister, with the support of the OPTIM Project, implemented by Helvetas Moldova. At the consultations, EBA was represented by Mr. Cretu Nicolae, EBA expert and partner at SAIPH Consulting House.

This legislative initiative offers concrete solutions to support individual entrepreneurship:

  • introduction of a simplified tax regime, adapted to the realities of independent activities;
  • reducing the bureaucratic burden and eliminating excessive accounting obligations;
  • guaranteed access to social protection and medical services;
  • the possibility of carrying out legal activities without the need to set up a company, throughout the territory of the Republic of Moldova.

The proposed reform is an essential step towards the gradual integration of a significant segment of the approximately 440,000 economically inactive people into the formal economy and towards stimulating self-employment within a legal and sustainable framework.
