EBA participated at the public consultations organized by the Committee on Economy, Budget, and Finance of the Parliament of the Republic of Moldova, dedicated to the topic “0.5% deductions from the volume of investments to finance the costs of developing technical construction standards.”
During the discussions, EBA reiterated the importance of revising the current mechanism provided for in the Urban Planning and Construction Code. From the business community’s perspective, the current formula creates unpredictability, places additional financial pressure on investments, and risks discouraging large-scale investment projects, including in strategic sectors.
Furthermore, during the consultations, EBA reiterated the business community’s position as reflected in the two position papers previously submitted to the authorities: Position Paper No. 19-26/SD of February 16, 2026, and Supplementary Position Paper No. 37-26/SD of April 2, 2026, both addressing the need to revise and eliminate the 0.5% deductions from the volume of fixed capital investments:

At the same time, the consultations highlighted the need to identify a balanced, transparent, and predictable mechanism that does not undermine the investment climate while ensuring a clear and functional regulatory framework for the construction sector.
EBA appreciates the authorities’ openness to dialogue and will continue to support the promotion of legislative solutions that are proportionate, predictable, and fair for the investment environment.
