EBA Moldova welcomes and congratulates the Government of Moldova for launching of the Single Window for issuing permissive acts.
We are proud that EBA Moldova together with Prime Minister Economic Council, Ministry of Economy and Infrastructure, the Custom Service, ANSA (National Food Safety Agency) and IFC (International Finance Corporation) participated at the elaboration of the proposals regarding to the simplifications and cancellation of the certain permissive acts that created bureacratic barriers in the business activity.
Starting from 9th of July, the entrepreneurs, public authorities can use a single automated system, accessible from computers, mobile phones and public terminals. Thus, entrepreneurs are able to ask for documents at distance, online and public institutions are able to exchange documents and information. After their issuance, the acts can be accessed by any public institution asking for them. Through this system, entrepreneurs are able to submit online applications and pay the taxes for getting the permissive acts, to learn all needed information to this end, as well as to sign documents electronically. Applicants have the possibility to trace online the evolution of the application submitted.
Thus, the digital solution facilitates the process of issuance of permissive acts, both for entrepreneurs and for issuing public authorities. In particular, the number of documents for getting permissive acts, as well as the physical presence of applicants is reduced, the period of issuance of documents is stricter monitored and less and less permissive acts will be provided on paper. More than 30 public institutions will be connected to this system.
In the welcome speech, the Prime Minister of the RM, Pavel Filip reiterated that this single window will increase efficiency and effectiveness in providing business services, but will also generate savings of 60 million MDL annually for the business environment. At the same time, requesting online acts will minimize contact with the civil servant, which will help combat corruption and reduce bureaucracy.
