At the initiative of EBA Moldova, senior officials from the Ministry of Energy of the Republic of Moldova and the Ministry of the Environment of the Republic of Moldova, representatives of the National Energy Regulatory Agency (ANRE of the Republic of Moldova), as well as experts from the World Bank Group in Moldova and representatives of the business community participated in a working session dedicated to the impact of the Carbon Border Adjustment Mechanism (CBAM) on the energy sector and the measures needed to ensure the effective implementation of the new European requirements.
The discussions highlighted the challenges faced by electricity producers in the Republic of Moldova in the context of CBAM implementation, as well as the need to strengthen the institutional and regulatory framework to facilitate access to the European Union market.
Participants emphasized the importance of:
- clarifying institutional roles and responsibilities in the CBAM implementation process;
- developing the national monitoring, reporting, and verification (MRV) system;
- accelerating the process of accrediting verifiers and strengthening relevant institutional capacities;
- strengthening cooperation among public authorities, the business community, and development partners;
- developing a clear roadmap for implementing the CBAM and establishing the national carbon pricing framework.
The participants agreed on the need for a coordinated and predictable approach that would ensure the Republic of Moldova’s alignment with European climate and energy policies, while safeguarding the competitiveness of the energy sector and the country’s investment attractiveness.
This meeting marks the first step in a broader process of consultation and coordination regarding the implementation of the CBAM in the Republic of Moldova. EBA Moldova will continue its dialogue with national authorities, development partners, and representatives of European Union institutions to help develop effective, predictable solutions aligned with the objectives of European integration and the energy transition.
