Constructive dialogue for sustainable tax reforms
Mr. Andrian Gavrilita, Minister of Finance of the Republic of Moldova, and Ms.Olga Golban, Director of theState Tax Service, in dialogue with members of theEBA Moldova (European Business Association)during the Business Breakfast held on February 5th.
During the event, Ms.Diana Ilicciev, Chair of the EBA Tax and Customs Committee and Chief Accountant,Victoriabank, and Ms.Tatiana Stavinschi, Managing Partner ofSaiph Consulting House, presented the priority topics included on the EBA's agenda for Budgetary and Fiscal Policy, aimed at supporting competitiveness and the development of the business environment.
The main EBA proposals presented were:
- VAT refunds – elimination of excessive restrictions and compliance with the principle of fiscal neutrality
- Tax losses – review of reporting and recovery methods
- Green energy – 100% accelerated depreciation and tax exemptions for investments
- Tax compliance – encouraging voluntary compliance
- Debureaucratization & digitization – single treasury account, compensation for overpayments, simplification of taxes
- Real estate tax – review of taxable values and prevention of inconsistent practices
- Review of rules related to the application of 0.5% of fixed capital investments under the Urban Planning and Construction Code, etc.
At present, the EBA is finalizing the Position Paper, which has been previously consulted with the association members and will include all priority proposals related to the Budgetary and Fiscal Policy. These will then be officially submitted to the Ministry of Finance of the Republic of Moldova.

At the same time, EBA expressed its full openness to actively participate in the legislative alignment processes initiated by the Ministerul Finanțelor al Republicii Moldova, including in the context of the rewriting of the Tax Code and the implementation of the European Union VAT Directive, with a view to harmonizing the national framework with European standards.
