On July 10, the EBA, represented by the President and Vice-President of the EBA Committee on Taxation and Customs, as well as the Taxation Experts from the EBA community with an active involvement of the members, actively participated at the meeting of the Economy, Budget and Finance Commission regarding the project of law for the modification of some normative acts concerning the budget-fiscal policy no. 205/2023.
During the discussions, the following priority topics were addressed:
- Clarification of the applicability of art. 49 of the Fiscal Code in light of the changes made by the new Customs Code no. 95/2021 and the Draft Law for the amendment of some normative acts (relating to Free Economic Zones) registered in the Parliament with no. 88 of 04/05/2023;
- Implementation of the economic exemption mechanism related to the Extended Liability of Producers (REP) and the amendment of Law 1540/1998 regarding payment for environmental pollution;
- Changes in the field of tobacco;
- Revision of the way of taxation of the activity of collecting ferrous and non-ferrous metal waste;
- Exemption/deferral of VAT for photovoltaic panels and inverters with elimination of customs duty for inverters paid on import.
- Review of taxes related to the automotive field;
- Elaboration of the subsidiary framework related to transfer pricing instruments and the requalification of transactions.
