The best international practices and the latest national initiatives of the environment sector and specifically, solid waste management, in the context of Association Agreement with EU have been examined on 28th of April during an event with the topic „Solid waste management - Challanges and opportunities of the private sector on the way to EU Integration.", organised by the European Business Association (EBA Moldova) in collaboration with Ministry of Environment.
The aim of this event was to promote the importance of the environment sector as well as the impact of the new provisions on the private sector in the context of harmonizing the national legislation to the EU requirements in the domain of solid waste management.
The event was opened by the vicepresident of EBA Moldova, Mr. Thomas Moser, General Director of ICS Danube Logistics SRL, who reiterated the engagement and implication of EBA Moldova in promoting the best european standards for the environment sector in RM.
In order to inform the private sector about the last initiatives in the field of Solid Waste Management, undertaken by the Ministry of Environment, as well as about the priorities and following plans , Mrs. Svetlana Bolocan, Head of Division on Preventing Pollution and Wastes Management and Mrs. Nagornîi Maria , Head of Division on Policies evaluation and monitoring, gave a detailed presentation on the draft law regarding waste as well as RM commitments in the domain of environment stipulated in the Association Agreement.
The event was followed by the presentation of international practices from Turkey, Romania, Bulgaria and Sweden. The international experts focused on the practical experience of European states as well as on describing the existing systems in the domain of solid waste management.
Apart from presenting the requirements imposed by EU legislation, the experts have illustrated the practices referring to the existing incentives in the EU states for raising awareness of the population, consumers, producers and Local Public Authorities (LPA) in implementing the respective legislation in practical terms. The experts have described the implementation method of the secondary legislation regarding certain types of waste, payment systems that sustains and assures the viability of this process as well as the implication of LPAs. An increased interest from the behalf of participants had the presentation on the systems concerning the extended producer responsibility in the context of solid waste management, planned to be implemented in RM, as well as international practice in this regard.
The presence of international experts was possible thanks to the active implication of the companies CocaCola Hellenic, EFES Vitanta and Moldcell Telia Sonera.
The workshop on the mentioned subject was organized by EBA Moldova for the first time, identifying an increased interest from the behalf of the business environment, NGOs, local public authorities as well as the experts from the same domain. As a result of the discussions, EBA Moldova will present its proposals on this subject, which will include the international practice and will discuss them with the Ministry of Environment for assuring a process as inclusive as possible and transparent on the way of aligning the provisions from the Association Agreement in RM.
