On April 6, EBA participated at the public consultations on the Redrafting concept of the Tax Code and Customs Code. The event was organised by the Ministry of Finance and chaired by the Deputy Minister of Finance, Iurii Cicibaba, and the Head of the General Directorate for Policy and Legislation, Rodica Braguta.
At the concept presentation, it was touched upon the need of rewriting the Tax Code and Customs Code, in order to create a new framework and settlements of tax and customs rules, which would facilitate the understanding of legislative texts, would improve and remove the gaps in the current tax and customs laws, and would create a modern and effective tax and customs system. This would contribute to the elimination of discrimination and double taxation, prevention of tax and customs evasion cases, would meet the needs of the business which operates internationally, and add more clarity and compatibility between the national tax and customs laws, and EU laws.
In this context, the aim is to revise and eliminate the inefficient tax and customs facilities. This subject raised most questions from the participants of the debate. Olesea Ghedrovici, EBA Finance & Tax Advisor, mentioned that many of those present are representatives of European businesses in Moldova and decided to come to the country inclusively because of the offered tax breaks. She added that excluding these breaks would affect their businesses, and that the transition to community taxes accise duties should be a gradual one.
