The 2025–2027 Reform Agenda of the Republic of Moldova’s Growth Plan – the most ambitious economic support package ever offered to our country – was publicly consulted with over 100 participants, including representatives from civil society, the business community, local public authorities, and social partners.

Funded by the European Union with €1.9 billion, the plan aims to fundamentally transform the national economy, stimulate investment, reduce bureaucracy, and improve citizens’ quality of life.

Deputy Prime Minister Doina Nistor emphasized that the goal is an economic growth model based on added value, technology, and innovation. Cristina Gherasimov stressed the need for concrete changes that make a real difference for people, while Artur Mija highlighted the importance of cooperation between institutions, civil society, and the business environment.

EBA advocated for:

  • the expansion and modernization of laboratory infrastructure for agri-food exports
  • the revision of legislation in the field of naval transport
  • the reform of the fiscal framework to support investment and eliminate VAT refund barriers
  • fairness and transparency in energy support schemes
  • solutions to the pressing issue of labor shortages
  • smoother cross-border goods traffic
