Deregulation of labor relations and modernization of the regulatory framework—a topic discussed during the meeting with the Ministry of Labor and Social Protection

EBA Moldova participated in a new working session dedicated to reviewing the package of proposals aimed at simplifying and modernizing labor legislation and the regulatory framework in the field of occupational safety and health.

During the discussions, a series of proposals were analyzed aimed at reducing the administrative burden on employers, digitizing internal processes, and providing greater flexibility in employment relationships, while ensuring compliance with European standards and the protection of employees’ rights.
Among the topics discussed were:
- the digitization of labor and OSH documentation;
- the regulation of zero-hour employment contracts;
- the simplification of procedures for informing and consulting with employees;
- the introduction of greater flexibility in mechanisms regarding working hours, leave, and the termination of employment relationships;
- the clarification of certain administrative obligations applicable to employers.

We thank the Ministry of Labor and Social Protection of the Republic of Moldova for its openness and cooperation. The initiative is being implemented in collaboration with the Economic Council under the Prime Minister of the Republic of Moldova, with support from the Swiss Government through the OPTIM Project, implemented by Helvetas Moldova.

EBA continues to maintain a constructive dialogue with authorities and social partners to promote a modern, balanced regulatory framework adapted to the realities of the labor market.

EBA was represented at the meeting by Eduard Gurin, Chair of the EBA HR Committee and Partner at Vernon David Law Firm, and Sandra Dolghii, Policy & Advocacy Manager at EBA Moldova.
