Dialogue on harmonizing labor legislation with the EU acquis

On February 13 and 20, 2026, the Ministry of Labor and Social Protection of the Republic of Moldova organized working sessions dedicated to aligning the national regulatory framework with European Union legislation, in the context of the Republic of Moldova’s accession process.

  • Posting of Workers – Directives 96/71/EC and 2014/67/EU (IMI)

Consultations were initiated regarding the transposition of European rules on the posting of workers and administrative cooperation through the IMI System. Discussions focused on the practical application of the new provisions and on clarifying the responsibilities of the institutions involved, including collaboration with the National Health Insurance Fund (social security regime and budgetary impact) and the General Inspectorate of Labor (mechanisms for effective supervision).

  • Adequate Minimum Wages – Directive (EU) 2022/2041

During the meeting chaired by Mr. Mihai Gabriel Ciobanu, State Secretary, the provisions of the draft law on adequate minimum wages were analyzed, including:
- the promotion of collective bargaining
- measures applicable in the event of coverage below 80%
- the impact on the business environment

The EU legislation is to be transposed in accordance with the National Accession Plan in 2026, and implementation will take place in stages, following the Republic of Moldova’s accession to the EU.

The EBA supports the continuation of institutional dialogue and the promotion of balanced solutions that ensure both employee protection and predictability for the investment environment.
