On June 8, EBA members attended a business breakfast with Iurie Ciocan, Director for Reforms Implementation. Given that the Central Public Administration Reform has become one of the priorities within the IMF and EU Memorandum, as well as one of the main issues underlined by the business environment, the discussions were focused on the Central Public Administration Reform and on the institutional modifications which will take place in this regard.
The meeting started with a general presentation of the association activities by Thomas Moser, EBA President, followed by a detailed explanation of the reform by Mr Ciocan. As elaborated by the latter, the general objectives of the reform are to smoother the Government structure, diminish the costs, and streamline the decision-making processes. The scope of this change is to also reduce bureaucracy, diminish the number of staff at the level of ministries and clearly delimitate the function of policy-making and implementation. As a result of the reform, 16 ministries will merge into 9 ministries, with further changes for the subordinated institutions. An important remark made by the speaker was that the new Law will not change the structure of the current Government.
