On 17 March 2016, EBA Moldova attended the first meeting of the Economic Council of the Prime Minister in 2016. The discussion focused on resumption of the Council’s works and designation of the its permanent members, setting of sector-oriented working groups, application of the State Register of Inspections and overdue reform on state inspections as a whole.
EBA emphasized the need to ensure the functionality of the Economic Council which is essential to establishing a structured and permanent dialogue with the business community. The decisions of the Council should become effective and the scrutiny of their application has to improve.
With respect to the issue of state inspections, there is a need for more transparency and predictability. The reform on state inspections must have a systemic approach and integrate all control bodies, including the law enforcement agencies with control functions. The effective operation of the State Register of Inspections would bring more transparency in delivering the state controls. The main concern of all state inspection bodies shall consist in tackling those companies that operate illegally and non-transparently, taking benefit of and encouraging the shadow economy.
