New amendments to labor legislation were discussed at the Economic Council under the Prime Minister of the Republic of Moldova.
On July 27, 2026, the European Business Association (EBA Moldova) participated in the meeting of Working Group No. 4, “Reducing Informal Employment and the Phenomenon of ‘Envelope Wages,’” held under the auspices of the Economic Council attached to the Prime Minister.
The meeting was dedicated to consulting on the draft law amending the Labor Code, the Code of Administrative Offenses, the Law on Occupational Safety and Health, and the Law on the State Labor Inspectorate—a draft aimed at harmonizing national legislation with European Union standards and strengthening the protection of employees’ rights.
The main proposed amendments concern:
- strengthening the rights of part-time, fixed-term, and mobile workers;
- transposing European Union directives in the field of labor relations;
- clarifying employers’ obligations within the framework of employment relationships;
- strengthening mechanisms for informing and consulting with employee representatives;
- streamlining the responsibilities and enforcement tools of the State Labor Inspectorate;
- regulating certain aspects of collective layoffs, business transfers, and the organization of working time;
- supplementing the administrative penalty framework to ensure compliance with the new legal obligations.
EBA appreciates the authorities’ openness to constructive dialogue and will continue to actively contribute to the public consultation process by promoting balanced legislative solutions that address both the objectives of European integration and the realities of the labor market in the Republic of Moldova.
The public consultations remain open until July 31, 2026, and the EBA encourages the business community to actively participate and submit proposals to finalize the draft law.
